Port Management Ideas

 

  • The Port of Manchester adopted a Parks & Recreation Plan in 2008 (See Port 2008 Parks & Recreation Plan pdf.) but they are not following it.  (See Adopted Plan Resolution 3-08 pdf.)
  • The Port should develop and implement an Electronic Information Storage & Retrieval Policy. Electronic storage and retrieval  make  providing official public records timley & efficent thus avoiding unplesant issues with compliance to State Public Disclosure Laws.   • The Port attorney should be used for 'on-call  and 'as needed' for legal advice. The attorney does not need to attend all Port meetings to serve as a note taker or bookeeper.
  • The Port should hire a professional bookeper for taking Port meeting  mintues, writing checks, and performing other non-attorney type duties.
  • The Port must replace both docks. One dock should be widened and lengthened to attract and accomodate larger visting vessels. This type of use and access was adopted by the Port in their 2008  Port Accces Plan.
  • The Port should investigate installing a wave attenuator. This is a wave deflecting structure such as a log boom breakwater.  See Log Boom Breakwater Photo.  A log boom breakwater could help to protect the Port's floating docks.
  • The Port should promote and encourage tour vessel visits to Manchester. The will help our local businesses by increasing local commerce. See sample Visiting Tour Vessel Photo.  Encouraging tourism & promoting local commerce are two legislative tasks our Port was originally empowered to perform. Let's put "performance" back into this Port!
  • The Port should provide leadership and stewardship assistance in our town to help support the creation of a pocket park or even a community center within the Downtown Commerical District.
  • The Port should be investigating and applying for  Federal Boating Infrastructure Grants (BIG Grants) as well as other grants sources  to avoid uncessary tax increases.
  • The Port should consider constructing a second launch ramp  to help ease boat launching traffic back-ups and congestion now occuring on Mainstreet. The current design  created  traffic flow and  pedestrian safety problems.
  • The Port should develop & implement policies to make better use of empty Port parking lots, especially during the   recreational boating "low season" periods.
  • The Port must improve Port Patron Safety and Access to the beaches. (See Launch Ramp Gap Safety Issue Photo)
  • Corrections of the long-standing beach erosion problems at Pomeroy Park are needed now! (See Pomeroy Park Beach Access Safety Hazard Photo)
  • The Port should continue to develop & provide additional Port ammentities for Manchester citizens as well as others who enjoy visiting our "splendid" little Port.
  • The Port should investigate institution of fee based overnight moorage for visitors. (See Submerged Tideland Lease & Moorage Buoy pdf)
    Should the Port by resolution change the term length of office or by petition of the voters.
